Democracy in Action

Democracy in Action is a Citizens, Equality, Rights and Values programme that empowered local communities across five Member States to participate directly in municipal decision-making. The project developed open-source digital participation tools enabling citizens to propose, discuss, and vote on local policy initiatives.

The consortium of five civil society organisations ran 24 participatory workshops and piloted the digital platform in eight municipalities. Golden Blue built the project website with an integrated civic participation dashboard, ensuring full accessibility compliance and multilingual support for the four working languages of the consortium.

Results exceeded expectations: pilot municipalities saw an average 28% increase in citizen engagement with local governance processes. The website's open data visualisation module became a reference implementation for CERV-funded participation projects and was presented at the EU Civic Space Forum in Brussels.
